Help with Oto - White patch on eye

Hi.
this morning woke up and oto was on its back.. I moved it.. and its been swimming around acting odd. think its going to die. keeps jumping to top of tank last 5mins.
it was fine last night.. woke up today and on its left eye seems a white cloud/nip/covering over it..
ive had them 2 weeks.. I had 4 of them... last sunday introduced 6 neon tetras.. that's all I have in my tank..
neons have been chasing each other like fighting.. I'm wondering if they attacked the otto.
the white patch looks like its been attacked as its swollen and red around the swelling.
I attached pics as best I could. .. prior to this the tank has been running 5 weeks with no fish.. and now with fish.
API tests have been fine.. no ammonia and the colours as they should be on the strips in the OK region.

I can see the patch but its not very clear, is it possible its a burn?

its over..... its died.. my first fish and its dead... it kept coming to top of tank like it was jumping out.. bad day
I love the ottos.. il have to get another one now
I don't know what did it.. it cant be disease or burn.. I turned my heater down due to heatwave and tanks been on correct temp..
I think over night its been attacked.

Sorry for your loss.
As well as the heater guard, what is the hardness of the water? That can have an adverse effect on a fragile fish as well.
