All fish died in 3 months

Hi to all,
Well, as my subject reads, All my fish died in a period of about 3 months. Today was the last.
What I had was, since Jan 2019, Emperor Tetras (7) and Corydoras paleatus (2).
Water treatment was basically Seachem Prime and Stability.

Fortunately my water composition was pretty stable at
Ammonia 0ppm
Nitrite 0ppm
Nitrate 0ppm - 5ppm
Water hardness - never tested but I consider my tap is hard water
pH between 7.0 a 7.2

When I detected deaths, I started checking again:

1st
Ammonia 0ppm
Nitrite 0ppm
Nitrate 5ppm
Water hardness - again, never tested
pH between 7.6

2nd
Ammonia 0ppm
Nitrite 0ppm
Nitrate 40ppm
Water hardness - again, never tested
pH  7.6

The fish stopped eating. Swimming was erratic and unstable. Weekly partial water changes didn't help.

So, today the last one passed away. And my question is: do I empty and throw everything out before starting up again?

    What filtration are you using? also what size is your tank?

    Hi Pleco Fan,

    Tank is 60 litres.
    Filter - see photo. Internal Filter with two sponge filter compartments.

    OK so all your parameters are good, did you see any signs of stress like gasping at the surface or erratic behaviour?
    The only thing you haven't said is the temp, your cory's would have liked lower temps.

    I first suspected of a very dominant male Emperor Tetra that was always chasing the others - males and females. So I imagine they were pretty stressed out. But they were together for a year until they started dropping. They didn't go for the food as they used to, until they didn't eat at all.
    They started thinning out and swimming sort of sideways ( not all at once ).
    I started suspecting that it was the brand of anti-chlorine liquid  ( those cheap no-branded ones) that I used when I ran out of Prime.
    Now that I have an empty tank, should I throw everything out? Or throw some medicine in and wait?

    You just need to give everything a good clean, except the filter media, just a quick rinse, but your going to have to cycle the tank.
