Planted tank with phosguard

Hi. My tap water has phosphates of 2ppm.

I just wondered if I could use phosguard to get the phosphate down in a planted tank. Would there be enough phosphate left for plant growth.

If not, can one have an aquarium with this high phosphate level and no algae. I recognise algae is caused not just by phosphate, but a whole host of other components.

Any advice would be much appreciated.
